A vibrant Character and Citizenship Education journey for students, parents and teachers. Secondary 4 learners examine crime and unlawful behaviour, school misconduct, criminal responsibility, theft, cheating, scams, money mules, cybercrime, harassment, drugs, vaping, sexual offences, consent, evidence, accurate reporting, investigation, victim impact, accountability and rehabilitation through realistic cases, report writing, evidence analysis and guided ethical reasoning.

Important educational notice: This is a proposed Secondary 4 resource and not the present MOE syllabus. It is designed for education, training and awareness, not personal legal advice. Schools should align delivery with approved safeguarding, discipline, sexuality education, cyber-wellness, evidence handling, reporting and rehabilitation procedures and the latest official Singapore law. Teaching must avoid graphic sexual or violent material, operational criminal methods, cyberattack instructions, drug concealment demonstrations, victim blaming, public identification of real students or encouraging private investigation. Students are not required to memorise statutory sections or sentencing tables.
