Secondary 5 learners apply legal and ethical reasoning to responsible citizenship, the rule of law, rights and responsibilities, scams, money-mule recruitment, cybercrime, digital reputation, consent, drugs, vaping, violence, criminal influence, public safety, further education, National Service, employment, evidence, police and court processes, victim impact, rehabilitation and reintegration.

Important educational notice: This is a proposed Secondary 5 resource and not the present MOE syllabus. It is designed for education, training and awareness, not personal legal advice. Schools should align delivery with approved safeguarding, discipline, sexuality education, cyber-wellness, evidence handling, reporting, adult-readiness and rehabilitation procedures and the latest official Singapore law. Teaching must avoid graphic sexual or violent material, operational criminal methods, cyberattack instructions, drug concealment demonstrations, victim blaming, public identification of real students or encouraging private investigation.
